Among them, in promoting the creation of intellectual property rights, intellectual property experts were selected for central enterprises, universities and research institutes around the technical fields of chips, new energy, biomedicine, seed industry, etc., to closely serve the whole process of scientific and technological innovation.

Among them, we will revise and improve the regulations on the protection of layout design of integrated circuits, adapt to the development needs of large-scale integrated circuits, help the chip industry grow bigger and stronger, and serve the better development of the digital economy. In addition, it will also strengthen the research on intellectual property rules for new fields and industries such as big data, artificial intelligence and gene technology, and help the innovation development of related fields. At the same time, we will actively participate in the formulation of international rules on intellectual property rights, better dovetail with the high-standard international economic and trade rules, and help high-level opening to the outside world.
